The right hand of Putin – Vladislav Surkov organizes murders in the LPR

Vladislav Surkov, being the closest assistant of Vladimir Putin - the President of the Russian Federation, is responsible for creation of so called the Lugansk people’s Republic and the Donetsk people’s Republic, he is also participating in organization of the resonant murders  taken place in Lugansk. 

There is information about this fact in dispatches of so called Ministry of Government Security of the Lugansk people’s Republic, which ones came upon the public access.

Journalists of publishing “Chetvertaya vlast’ ” inform about the murder of Dmitriy Kargayev, who was the assistant of the “Chief of the Lugansk people’s Republic.”

On Monday, April 18, verily sensational information called “The Ministry of Government Security of the Lugansk people’s Republic determined the connection of V. Surkov to the murder of D. Kargayev and to illegal monetisation of monetary funds in the LPR.” It is clear from the title, the Lugansk separatists  have blamed Vladislav Surkov, who is the assistant of

the President of the Russian Federation, for the murder of Dmitriy Kragayev, who was shooted in the entrance of his house on March, 16, 2016. Kargayev was the assistant of Igor Plotnitskiy - a leader of the LPR.

The article appeared on the site “Lugansk 1” that is considered a mouthpiece of the so called Ministry of Government Security of the Lugansk people’s Republic. Now only its copy, that was kept in the Google cache, is accessible. Journalists of our site could copy and save the published information in time.

“The documentary material was forthcoming to the editors from the sources in power structures. It says about that fact that the Ministry of Government Security of the Lugansk people’s Republic together with the Ministry of internal Affairs of the Lugansk people’s Republic has hold the investigation of the murder of Karayev (the assistant of the chief of the Lugansk people’s Republic). As a result a possible connection of representatives of the Administration of the President of the Russian Federation and, particularly, of V.Surkov to this resonance crime.  At the same time the Ministry of Government Security of the Lugansk people’s Republic has documented the fact of connection of V. Surkov and G. Tsypkalov to organization of multimillion scheme of illegal monetisation of monetary funds in the LPR. These monetary funds were coming from  the Russian Federation for the Republic’s needs and then they were exported to Russia again.” – is said in the article.

There is also a quotation from the report of the examination of the crime scene of Dmitriy Karayev in the publishing  : “03, 16, March 2016 the information (№ 1646  03, 16, 2016) about discovery of a dead body of unknown man with the traces of a violent death on the stair landing of the second floor in the sixth entrance house number twelve in Sukhodolskaya Street, Lugansk. This information was given by Denis Cheshko, date of birth – 06, 07, 1985, who lives at the address: Lugansk, Sukhodolskaya Str., 18/188, to a call centre of Zhovtneviy district Department of internal Affairs of the Ministry of internal Affairs of the Lugansk people’s Republic.” The investigatory operative group of Zhovtneviy district Department of internal Affairs of the Ministry of internal Affairs of the LPR came to the place and the identity of the dead body was established. It was Dmitriy Kargayev, registered and lived at the address: Lugansk, Sukhodolskaya Str. 12/211.

In the course of the audit it was established that in the period from 21 o’clock 07 minutes 03, 15, 2016 year to 07 o’clock 00 minutes 03, 16, 2016 an unstated person was waiting for a return of the victim D.Kargayev and intentionally caused the death of him, using a gun (presumably a handgun of 9mm caliber, equipped with a device for noiseless shooting of handicraft work) on the stair landing of the second floor in the sixth entrance house number twelve in Sukhodolskaya Street, Lugansk,  and then the criminal disappeared from the crime scene. A criminal case № 05/16/0125  03,16,2016  is initiated because of the fact of D. Kargayev’s murder, on signs of a crime under part 1 of article 113 of the LPR’s criminal code (premeditated murder)." On the website fighters of the LPR also write that the certificate of cause of death No. 312 03,06,2016, provides that the death Kargayev D. N. was caused by a gunshot bullet wounded through the head with brain damage, complicated by cerebral oedema. D. Kargayev lived at the address : Lugansk, Sukhodolskaya Str. 12/211 since 2009. He had no conflicts in a residence, was characterized from a positive side, by occupation: adviser to the Head of the Luhansk people’s Republic. Place of work – the Administration of the Head of Luhansk people's Republic, as well as office located in the hotel "Druzhba" in Lugansk. The paper also published photos of the crime scene and extracts from operational search materials of the MGS LPR.

Now the most interesting part comes - the original excerpts from the investigative materials of the MGS LPR -

in the course of operational search activities they received information that two days before the murder of D. Kargaev 13.03.2016 the adviser of the President of the Russian Federation V. Surkov had a phone conversation with the Head of the LPR, during which I. Plotnotskiy was advised to remove D.Kargaev from his work status, however, the Head of the LRP refused.

According to available information, 03, 14, 2016 the Head of the LPR is not adopted in the administration of the President of the Russian Federation  because of differences in opinion concerning the question of dismissal of the President of the national Assembly LPR A. Karyakin and the administration of oath of the candidates for deputies of the national Assembly LPR A. Podtinnaya and  A. Sorokin. As a result, when 16.03.2016  D.Kargaev was murdered, I. Plotnitskiy called the President of the LPR OP O. Akimov, which was in the presidential Administration at the time and asked to tell "Polyarnik" the following words: " My Dima is killed, what is this?". In addition, according to available information, at present the Administration of the Head of the LPR sent the documents to the presidential Administration of the Russian Federation concerning the citizen of Ukraine – Viktor Nikolayenko, date of birth – 12,12,1971, for approval to the post of Advisor on legal issues of the Head of LPR. V. Nikolaenko previously hold the position of personal assistant of D. Kargaev  and was engaged in the activities related to the organization in the territory of the LPR of the public Association of Afghan of war veterans and participants of hostilities...".

"... they received information about the scheme of withdrawal of funds on the territory of Luhansk people's Republic, at the head of which is Vladislav Surkov, an assistant of the President of the Russian Federation, hereinafter as the structural elements of the scheme are the Deputy head of the presidential Administration Valery Nazarov, the Advisor to the Head of the LPR on military-industrial complex G.Tsepkalo acts as the link between the administration of the President of the Russian Federation and the Lugansk people's Republic, direct interaction is carried out via LC NM soldier, the citizen of the Russian Federation – Sergey Sadofiev (call sign "Frantsuz"). "Frantsuz" charges 0,8% of the turnover of money received from cashing out for his services, then there is a direct interaction with individuals-entrepreneurs. The LPR NM serviceman with the call sign "Kozak" and an unidentified citizen with the last name Yur’ev conduct activities associated with the provision of services in cashing in of money in the territory of the LPR, they carry out direct cash collection and transmit it to "Frantsuz", and he passes the funds to the Advisor to the Head of the LPR on military-industrial complex G.Tsepkalo, who using his official position carries out the export of large amounts of cash into the territory of the Russian Federation. However, the existing scheme is fully lifted to the level of Deputy head of the presidential administration of the Russian Federation V. Nazarov, because of appearance on the stage of the project "Mirbank", which is the establishment of a working scheme of cashless transfer of money funds to accounts of natural persons and legal entities, which are users of services of international payment systems. According to available information, the project "Mirbank" was agreed with Y.Surkov and V. Nazarov, which remain components of the scheme in any case. Moreover, because of the dismissal of G. Tsepkalo of the Chairman of the LPR CM , G. Tsepkalo has lost the ability to transport money and the latest attempt to transfer the money supply was failed. According to operational information, G. Tsepkalo  ordered a hallway on the border of the LPR with Russia in Antratsitovsky district at the Cossacks, but he was detained by officers of the border service of the Russian Federation and after the withdrawal of funds he was released. There are activities aimed at obtaining additional information for these facts..." — was stated in the deleted article. Mentioned in the article "Polyarnik" was featured in one of the materials of the "Chetvertaya vlast’" earlier. According to our records one of the curators of the LPR, the former Deputy Governor of Ivanovskaya region Maksym Polyakov hides under this moniker.

"Thus, it is obvious that the real instigators of the murder of D. Kargaev will never be brought to justice. In addition, our Republic is considered only as a convenient Playground for plundering of budgetary funds of the Russian Federation by them. They lead the LPR to collapse. The representatives of power structures (on the condition of anonymity) have promised to start mass revealing disclosure materials regarding enemies of the LPR in case of continuation of similar policy in respect of the Republic ",  the authors of remoted publishing declare on their website.

The appearance of such information on one of the sites of militants of the LPR, apparently, is the result of continuing opposition among Igor Plotnitsky group and the "MGS LPR" group, which have different curators in Russia and are fighting for control over occupied territory of the Luhansk region.

The first confrontation between the two factions became acute in October 2015 when the MGS LPR sent  so-called "Minister of fuel and energy LPR" Dmitry Lyamin to the “basement”, accusing him of fraud with coal supplies to the territory controlled by Kiev. After that Igor Plotnitsky had to dismiss the head of the MGS LPR from his position. However, the shifting of Pasechnik failed, and he remained at his post.

Material, indicating the involvement of Surkov into the murder of an assistant of Plotnitskiy, apparently, was too compromising, and ultimately the author of the website has got the command to remove it from the network.
